USPTO proposal for comprehensive PCT reform

I attached a link to a document "Comprehensive Proposal for PCT Reform" submitted by USA to PCT Working Group:  http://www.wipo.int/edocs/mdocs/pct/en/pct_wg_2/pct_wg_2_12.pdf  

The document contains a proposal of establishment of a new Patent Cooperation Treaty, PCT II. According to proposal, the examination system would include [as one of  possible implementations] issuance of search reports by two patent authorities , submission of prior art by applicant and third parties, issuance of patentability report by third authority. A positive Patentability Report would essentially result in automatic patent grants in all member States.

It is interesting to see this proposal as one of scenarios on how international patent system would develop.
